Port of Galveston

Chief of Police                                                          03/2019-Present

Lead all operational functions including planning, staffing, coordinating, and reporting for patrol division, investigations, cruise security operations, emergency management, and dispatch, ensuring highest level of public safety and performance while controlling $3.5M budget.

  • Increased department efficiency through staff rescheduling and implementation of new programs such as redesigning cruise detail operations and empowerment of first-line supervisors.
  • Decreased departmental overtime by over 30% within first eight months of employment, and 50% to date.
  • Conceptualized and implemented comprehensive Field Training Program from scratch to improve onboarding and ongoing training for new and continuing officers.
  • Engaged stakeholders by implementing the Collaborating Law Enforcement with Tenants/Stakeholders (CLEAT) program, leading to increased community communication.
  • Restructured office staff to ensure longer availability of front office to public, without incurring any overtime or additional personnel.
  • Partner closely with Port Directors, FBI, US Coast Guard, US Customs & Border Patrol, US Dept. of Homeland Security, T.S.A., and other law enforcement partners to enforce Maritime Transportation Regulations and state/local laws.

Texas City Police Department

Lieutenant - Watch Commander                           12/2017-02/2019

Oversaw safety, productivity, and performance of patrol platoon composed of two sergeants, two corporals, and 10 officers. Promoted public safety and law enforcement objectives, while managing $13.2M department budget.  

  • Communicated critical information, managed calls-for-service in the field, and supervised critical incidents to ensure proper protocols were followed.
  • Handled all media information flow including press releases, press conferences, and social media as department’s Public Information Officer Supervisor.
  • Wrote several departmental policies, leading to first department recognition by Texas Police Chief’s Best Practices Recognition Program.
  • Acted as Director of Finance, accountable for all requisitions, purchase orders, vendor negotiations, and compiling budget proposal for presentation to the Mayor each year.

Texas City Police Department

Sergeant - Training Coordinator                           12/2013-12/2017

Supervised performance of more than 15 patrolmen on patrol shift in collaboration with Patrol Sergeant.

  • Formed, organized, and led the department’s Hostage Negotiation Team, overseeing all related training.
  • Created firearms courses per state and departmental standards and trained hundreds of officers in firearms.
  • Taught Intermediate CIT, Basic Hostage Negotiations, Basic Instructor, Firearms Instructor, and Instructor Development courses.

Promoted to Sergeant, adding on duties such as supervision of Reserve Officer Program, Honor Guard, Crisis Negotiation Team, and Public Information Division, encompassing more than 87 employees.

  • Developed several tactical firearms courses and taught more than 100 police in-service courses.
  • Taught Basic Hostage Negotiator, 40-hour course for over five years, and trained hundreds of Hostage Negotiators across Texas.
  • Served on department’s emergency response staff and collaborated with cross-functional experts to build an Emergency Operations Center, aiding and responding to all emergency incidents including, hurricanes, flooding events, explosions/fires at refineries, and active shooter situations.

Texas City Police Department

Patrol                           12/2001-12/2013

Served diligently during day and evening shifts, responding to wide array of calls for service, made arrests, enforced traffic laws, completed reports, filed warrants, and testified in Court as needed.

  • Promoted to firearms instructor due to continuous professional development; conducted annual qualifications and provided remedial firearms training to officers.
  • Trained probationary police officers as one of the department’s active FTOs.
